New redesign

Started working on yet another new redesign for the Partnership Erie website, and am finally happy with how it's turning out. I've probably gone through about three or four different ideas so far and this is probably the cleanest and best looking one so far. I've started adding content to flesh it out a bit and it's coming along nicely.
